The Non-Mains Utility Relief Grant scheme assists Victorian households who are unable to pay for their bottled gas, carted water, alternative fuel bills or cleaning of a septic tank, due to a temporary financial crisis.
Applicants must address at least one of the following eligibility criteria as to their reason for their temporary financial hardship, either due to:
- A recent decrease in income, for example, a loss of employment
- high unexpected expenses on essential items.
- The cost of shelter is 30% of the household income,
- or are experiencing family violence.
You must also be under the relevant financial threshold like those as to be eligible for receiving concession payments from services Australia
In the process of completing this form, you must provide some supporting documentation including:
Evidence to support your above nominated reason for temporary financial hardship.
The outstanding invoices you are requesting to be paid on your behalf.
Evidence of being under the financial thresholds such as your Concession Reference Number or CRN, 3 recent payslips or the last 3 months of bank statements.
We do ask that you read, understand and sign the privacy statement and consent for us to check Centrelink details.
To do that, type your name in the signature box before proceeding with completing the form.
When completing the form, use the drop-down boxes provided to select the service that you're requesting the information for. Each request and Utility type will need to be on its own submission form. You need to put the supplier information in which is the name of the company that's providing the service, their ABN, postal address and the contact details all of which will need to match what's on the invoice that you have provided. Including email, phone number and fax, if applicable.
Following this you need to provide your details. The primary account holder of the service provided your name surname and gender if applicable. You can choose to not disclose your gender if you prefer not to say. If applying with a Concession Card, please ensure that this is the person listed in the submission as the Primary account holder.
If there is a secondary account holder for that service, you can enter their name in here. The residential address of the service. And if your postal address is different, please complete this section as well. Your contact details and phone numbers are required for us to process the application.
The reasons for the application.
As outlined earlier there are four main reasons for eligibility: you or someone in your household has experienced family violence. Your household income has decreased substantially. You have had high unexpected expenses on essential items, goods and services, and or the costs of housing is more than 30% of your combined household income. Select your housing type from the drop-down menu. Followed by details about the household, including if there is an adult in your household that's over 18 years of age working and or receiving, Centrelink payments or a child or dependent under the age of 18 that's not working or receiving Centrelink payments.

In the next section provide your concession card details, the type of concession or healthcare card you have, the number, expiry date and your date of birth.
You must complete the income details for the last three months and supply payslips or bank statements for verification. This is based on the average Gross (or before any dedications) When adding documentation, click the attach button and add any documents required. After attaching documents successfully, a tick box will be displayed.
You can, if you wish, nominate a support worker, financial counsellor or representative to act on your behalf. Provide their details and organization in the representative section, and you must click the check boxes that you authorize a support worker or representative to act on your behalf and if you wish to have the correspondence sent only to your support worker or representative.
